Development progresses from Level 0 to Level 5.

Technology points come chiefly from factories, monasteries, and universities.
Buildings
Monasteries and universities are scattered across the map; early acquisition accelerates advancement.
Land Upgrades
To recruit higher-level troops in a land, the land’s development must match your nation’s development.
Ships
In certain cases, a highly developed land may allow purchase of ships above your national development.
Completion
At Level 5, progress may continue to 100% completion, after which further tech collection ceases.
